There is no single Dubai bedroom-renovation NOC that applies to every property. The first check is always the building or community: contractor registration, insurance, method statement, work hours, service-lift booking, common-area protection and the developer's modification process can all apply before work starts.
Dubai Municipality currently lists a self-permit service for certain decorative works in building units over 100 m². That does not automatically cover every bedroom alteration. Partition changes, controlled services, structural work, wet-area extensions or other regulated modifications may require a different authority and consultant route.
In Dubai Development Authority jurisdictions, the current Fit-Out Permit service costs AED 0.90 per ft², with a minimum AED 200 and maximum AED 10,000, plus Knowledge and Innovation Dirham fees. DDA also notes that work found to constitute a building modification has to use the Building Modification route. This fee is specific to DDA jurisdiction; it is not a universal bedroom-renovation fee for all Dubai properties.
Emaar's published home-modification fact sheet identifies internal villa layout changes, internal upgrades and refurbishments as modifications and requires an Emaar NOC so applicable community, DM, DDA and DCD requirements can be checked. Because that published fact sheet is older, current portal requirements should be reconfirmed for the exact Emaar community before starting work.
Nakheel Community Management's published modification guidance classifies wall rearrangement, new partitions, cabinet / wardrobe replacement, lighting changes, ceiling work, flooring and joinery among major maintenance works requiring pre-approval, NOC and long-term access in the communities covered by that guidance. Separate Nakheel villa guidelines also require NOCs before interior-layout changes such as demolishing walls or adding partitions.
A bedroom-only furniture, curtain and styling appointment may need little or no construction approval. A master-suite project that changes the dressing room, ensuite, ceiling, electrical systems or walls can be very different. We define that boundary before demolition.
