Dubai does not have one universal turnkey fit-out permit. The route can involve a developer or landlord NOC plus Dubai Municipality, Dubai Development Authority, DIFC, DMCC / Concordia, Trakhees, Dubai Civil Defence or another competent entity depending on the property and scope.
Dubai Municipality currently lists an instant Self Permit to Carry Out Decorative Works for qualifying decorative works in building units over 100 m², subject to its conditions. A deeper fit-out or building modification can require a different approval path.
Where DDA is the relevant authority, its current Fit-Out Permit costs AED 0.90 per ft², with a minimum AED 200 and maximum AED 10,000, plus AED 10 Knowledge Dirham and AED 10 Innovation Dirham. DDA lists an estimated two working days and requires documents including contractor appointment by the tenant, owner NOC and relevant approved / proposed drawings.
DDA's current Design Revision service distinguishes Building Modification from Fit-Out and publishes separate revision fees, which is why wall, structure, GFA or other significant changes should be identified before a project is priced as a simple fit-out.
Within DIFC, current guidance states that third-party buildings require DIFC approvals / NOCs before approaching DDA and before work begins, including commercial, residential and retail premises. DIFC's tenant-relations framework also covers fit-out matters for its own managed buildings.
Within DMCC, the current member-services guidance includes a fit-out NOC process and requires lease / ownership documentation and other supporting information. Building management and Concordia requirements can form part of the route in JLT.
Managed residential communities such as Dubai Hills and Palm Jumeirah can also require developer NOCs, contractor passes, deposits, access controls and working-hour compliance. External or structural changes can trigger a more involved route than internal decoration.
Bella's turnkey proposal should therefore name the expected approval pathway for the actual property and identify authority charges, refundable deposits and third-party consultant fees as included or excluded instead of hiding them inside a vague allowance.
