Dubai Municipality states that engineering consulting and contracting companies operate within a regulated licensing framework that covers licensing, technical staff, activity classification and registration. Its current contracting-activity classification lists Interior Decoration as a secondary contracting activity. This is why clients should check the actual licensed activity and responsible technical parties rather than assume every company using the words 'design and build' has the same execution authority.
Dubai's regulatory framework changed further with Law No. 7 of 2025 on regulating contracting activities. Dubai Municipality currently lists that law within its construction legislation, and Executive Council Resolution No. 42 of 2026 established the committee for regulating and developing contracting activities. For project owners, the practical point is simple: verify the contractor's current licence, activity and registration / classification requirements for the work being awarded.
An interior designer and an interior contractor are not automatically the same legal / contractual role. Design consultancy produces concepts, drawings and specifications; contracting physically executes partitions, ceilings, flooring, joinery, MEP modifications and finishes. A genuine design-build appointment should make clear which licensed entity is responsible for design, engineering, submissions and execution.
Where Dubai Development Authority is the relevant building authority, its current Fit-Out Permit is requested by the contractor and costs AED 0.90 per ft², with a minimum AED 200 and maximum AED 10,000, plus AED 10 Knowledge Dirham and AED 10 Innovation Dirham. DDA lists an estimated two working days for the service and requires items including the contractor appointment letter, EJARI, building-owner NOC, relevant authority NOCs and drawings.
DDA also states that the approved fit-out permit is valid for six months and that a Dubai Civil Defence Completion Certificate is required before the Fit-Out Completion Certificate. If DDA determines that proposed works constitute a Building Modification rather than ordinary fit-out, the project must move to the relevant modification route.
Other Dubai properties can fall under Dubai Municipality, DIFC, DMCC, Trakhees, master-developer or other jurisdictional / landlord processes. The correct route should be confirmed from the actual building and scope rather than inferred from the neighbourhood name alone.
Developer and building-management NOCs can be separate from government approvals. They may control work hours, service lifts, insurance, deposits, contractor access, common-area protection, temporary works and material deliveries.
For MEP, fire, structural or specialist changes, the appropriate consultants and approved contractors must be appointed where required. Bella's contractor scope should state those interfaces explicitly so approval responsibility is not discovered halfway through construction.
